1990年代初期，7個互不相識的高中生同時前往LA Conuty Jail探望一名因案被補的華青幫成員CrazyK，探視完畢後，這7個高中生成立一個名為7合1的幫派，這些高中生的小頭目均代表本身所屬的幫派組織7合1幫，包括了華青、竹聯、洪門…等幫派，當時的幫派堂口眾多，鬥毆及衝突幾乎每天都有，槍擊事件像是茶餘飯後的休閒活動，所以這些小頭目希望透過7合1的組織平台，能更有效率的發揮力量，減少不必要的犧牲。

7合1幫在幾年中迅速發展，當初的小頭目也開始獨霸一方，沒幾年的時間已經發展為一個數佰人的組織，成員也從當初的7個人擴展到整個洛杉磯，某年的暑假，7合1幫眾在佛光山西來寺正式結盟，以美國西岸聯盟之名正式成立西聯幫(C.L.)，聲勢浩大也導致FBI及ATF(Asian Crime Task Force)組成專案小組全程監控，而這些頭目們的老大也開始擔心。

武裝搶劫、綁架、收保護費，為西聯幫主要的收入來源，有時候也替各幫派大哥做一些其他的工作，但成員中也不乏一些家中環境本來就富裕的，企業家第二代、政府官員、議員、立委之子，所以，鞏固勢力為首要的任務。

西聯幫成員大多數為高中生，由於西聯幫的成立，華人與華人之間的衝突的確減少，但是與其他種族的幫派如越青、Korean Killer、Asian Boys、Satana、HillSide…之間的衝突確增加，等級也從單純的拳頭鬥毆升級為持槍火拼，範圍從學校延伸至商場、卡拉OK、撞球場、電玩店，而西聯幫也在洛杉磯戰出了勢力。

1995年，警方開始收網掃蕩黑幫，幫派大哥、大小頭目陸續被補，沒被逮捕的也遭到通緝，人數以及案件可以算是美國警方有始以來最大規模的掃蕩行動，未被逮補的成員，也逐漸轉往抬面下發展，或其他地區。
